In 2018, public and private partners, including University of the Pacific’s Center for Business and Policy Research (CBPR), created a Workforce Development Action Plan that highlighted improvements necessary for Stockton to thrive economically – citing limited human capital attainment and increases in the cost of living without concomitant wage increases.

As a result, the Embers Project is designed to address and invest in human capital development. In Stockton, there are a range of multi-faceted needs: whether that’s strengthening the capabilities of community-owned assets, workforce and small business innovation, or infrastructure and land access.
